I think it's fair to say that Russian mafia is the most powerful mafia today, surpassing Italian / Sicilian mafia. This program gives you a very good overview of Russian mafia and their historical background. Basically, what happened was that the Russian revolution, the subsequent totalitarianism and WWII completely destroyed the hierarchical structure of the traditional Russian mafia. And then, the fall of USSR essentially handed all the power to them.
